You'll deploy squads on tactical operations, research and upgrade technology and aspects of your FOB, run an economy that's always one bad cycle from collapse, and hold back an enemy front that advances whether you're ready or not. There's no respite between "base builder" and "tactics gameplay". Each decision bleeds from the last and impacts how capable your operations are or how defended your FOB is.
